  • Dr. José J. Escarce, MD, PhD, is Professor of Medicine in the David Geffen School of Medicine at UCLA, Professor of Health Policy and Management in the UCLA Fielding School of Public Health, and Senior Natural Scientist at RAND.

  • Acting Director of Public Health Programs and Policy

    Robert Foley, M.Ed., serves as the Public Health Communications and Program Manager where is he is honored to work on HIV, methamphetamine, and suicide prevention projects. Prior to joining NIHB, Mr. Foley served as the President/CEO of the National Native American AIDS Prevention Center (NNAAPC) where he managed programs delivering technical assistance and training to Native communities combating HIV. Mr. Foley has also worked as a training specialist with the National Network of Prevention Training Centers and as a research assistant with the Tri-Ethnic Center for Prevention Research at Colorado State University (CSU). He earned his BA and M.Ed. from CSU.

    National Association of Community Health Centers

    Joe Gallegos joined the National Association of Community Health Centers (NACHC) as Senior Vice President for Western Operations in October 2005. Although NACHC’s corporate offices are in Washington, DC, Joe is based in Albuquerque, New Mexico in the offices of the New Mexico Primary Care Association.

  • John A. Garcia is currently a Research Professor and Director of Community Outreach at the Inter-University Consortium for Political (Institute for Social Research-ISR at the University of Michigan), as well as Faculty Associate in the Center for Political Studies.
